JOB TITLE:                          Safety & Regulatory Manager

REPORTS TO:                     Human Resources Director

LOCATION BASE:             Twin Falls, Idaho – Hillsboro Oregon


The Safety and Regulatory Manager is charged with leading and supporting all HCS facilities, enabling them to comply with increasing levels of regulatory compliance primarily in the areas of workplace health & safety, as well as environmental hazardous chemical processes.


  • Be a leader to all HCS associates, promote safety awareness, drive continuous improvement of HCS safety culture to industry leading levels
  • Develop written safety & health programs, policies and procedures that exceed regulatory compliance requirements in areas of workplace health & safety, and environmental
  • Update policies programs and procedures to remain current with all regulatory compliance revisions, changes and updates
  • Maintain OSHA Injury and Illness recordkeeping data and provide analysis to address company response to injury, non-injury and near-miss incidents
  • Develop comprehensive training programs that meet regulatory requirements as well as adapt to employee and facility-specific processes and situations
  • Provide employee training workshops including new-hire, on-going and corrective action scenarios
  • Establish programs specifically developed to assist Management and Supervisory personnel in providing informational and compliance training activities
  • Develop and supervise self-audit programs for all safety and regulatory compliance requirements
  • Represent HCS during all regulatory and customer compliance audit activities
  • Establish relationships with local regulatory and emergency response departments
  • Develop and manage a comprehensive Site Security Program
  • Coordinate and support warehouse safety committees
  • Oversee Process Safety Management/Risk Management Programs and provide support for facility engineering staff to ensure program compliance
  • Ensure compliance with Good Distribution practices, Food Safety Laws and Regulations, SQF Code and Customer requirements.
  • Support implementation of HCS Food Safety Management System that is based on SQF and Customer requirements, at the warehouse level
  • Conduct crisis drills at each warehouse
  • Other duties as requested


Education, Experience, Knowledge, Skills & Abilities:

  • BS/BA Degree in Business or equivalent experience with emphasis on Safety/Industrial hygiene
  • Proven track record in developing and maintaining positive customer relations
  • Proven track record in effective leading, coaching, mentoring and developing a team, from both a productivity/motivation and succession planning standpoint
  • 5-8 years experience in Safety Training, PSM, EPA/OSHA regulatory compliance or equivalent combination of education and experience
  • 5 years general supervisory/management experience
  • Ability to develop effective relationships, provide leadership, and integrate diverse functions and individuals toward objectives
  • Computer proficiency and familiarity with Microsoft Office, including Word, Excel and PowerPoint
  • Ability to interpret safety rules, operating and maintenance instructions, and procedures manuals
  • Excellent leadership, business planning, problem solving and analytical skills
  • Knowledge of industry best practices within a distribution environment and working knowledge and understanding of refrigeration standards and transportation logistics
  • Ability to maintain excellent relationships with customers and regulatory agencies
  • Ability to identify the strengths of others, and coach/mentor them into a role that will capitalize on those strengths
  • Ability to identify inefficiencies and implement changes
  • Highly developed self awareness with a continuous improvement philosophy
  • Excellent organizational skills with high attention to detail and accuracy
  • Advanced communication skills, both written and oral 

Physical Requirements:

While performing the essential functions of this job, the associate is frequently required to sit; hear or talk: use close vision; use hands to grasp, handle or feel objects; and type and manipulate controls. Visually differentiate between colors. Associate is occasionally required to use distance vision, stand, kneel or crouch and lift or move up to 25 lbs.; climb up to 60 feet, pull up to 25 lbs.
